Authorities Send Drunk Driver Who Hit Mother and Baby in Road Accident to Court

PHNOM PENH: The Commissariat of Phnom Penh Municipal Police has confirmed that the drunk driver who hit three victims on a motorbike, including a mother and baby, on the old Chroy Changvar bridge, has been sent to court. Although the victims agreed to receiving US $2,500 in compensation, the case is still being forwarded to the Phnom Penh Municipal Court for review.

According to the Press and Quick Reaction Unit of the Commissariat of Phnom Penh Municipal Police, the accident occurred on Monday, 5 December 2022, at 2:10 AM on the old Chroy Changvar Bridge (Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh). The victims had initially agreed on a settlement of US $2,500 to drop the case at the Office of the Traffic Police on 5 December itself.

The Commissariat of Phnom Penh Municipal Police have stated that in accordance with the law on road traffic, and through the inspection of the scene and traces left by the perpetrator's vehicle, officials concluded that the cause of the accident was the driver's speeding, carelessness, and driving under the influence of alcohol with a rate of 0.53 mg/L in his blood. The driver was fined 2 million riel as per Article 10 of Sub-Decree No. 39 dated 17 March 2020.

Despite charges being dropped, the case is now still being forwarded to the Phnom Penh Municipal Court for further legal proceedings.

The Commissariat of Phnom Penh Municipal Police confirmed that the case is being reviewed by professional officers in accordance with the Law on Road Traffic, based on the inspection of the scene and the measurement of the driver's alcohol levels, with the case now proceeding forward into court.

As for the compensation settlement, authorities have stated that this is a matter for both parties involved to decide.
